The flagship plenary session aims to reflect on the lessons learned from the COVID-19 pandemic and discuss strategies for strengthening community-centered primary health care (PHC) systems in Africa. The session will focus on key areas, including research and evidence platforms, addressing misinformation, developing evidence-based care for non-communicable diseases (NCDs), the role of innovation and technology in PHC, and advocacy for domestic resource mobilisation (DRM) for sustainable universal health coverage (UHC).

This session aims to examine the implications for Africa of changes to the ODA landscape and the compounding challenges facing global health. In this context, discuss the importance of alignment and prioritization in PHC financing for Universal Health Coverage (UHC) in Africa through the operationalization of the Lusaka Agenda. To examine the SWAp approach and its importance to improve governance, accountability and PHC financing in countries that have implemented in Africa. To explore domestic resource mobilization approaches and innovative financing strategies, including blended finance, and private sector investment. Examine the Africa CDC's health financing strategy and its potential to strengthen PHC systems in Africa. Examine approaches and lessons learned in strengthening coordination and collaboration among partners for PHC financing advocacy and accountability. Finally, to Identify opportunities for coordination, collaboration and partnership among stakeholders to support sustainable PHC financing across Africa including through efforts such as the Collaborative Advocacy Plan Initiative.

Building Resilient PHC Systems through Locally Driven Integration Models and Scalable Partnerships
This session will explore the transformative role of public–private and multisectoral partnerships in scaling integrated primary healthcare delivery across Nigeria. It will feature deep dives into Jhpiego-led and supported integration models such as integrated service delivery across (e.g. RMNCAH, STIs/HIV, malaria, NCDs, and IPC) and implementation of quality of care (QoC) models with evidence of real-world impact at facility and community levels. It will also foster discussions around the use of digital tools such as apps and dashboards in optimizing health planning and client-centric service provision. Through multi-stakeholder reflections, the session will unpack the enabling policy, financing, and digital infrastructure needed to institutionalize such integration. Participants will co-develop strategic insights on sustaining PHC integration by addressing barriers, promoting community engagement, and aligning with local governance systems. Additionally, it will assess the role of digital health and technology in expanding access, improving efficiency, and enabling new financing mechanisms in PHC. The discussion will highlight effective public-private partnership models that strengthen PHC infrastructure, service delivery, and health system sustainability. It will also foster dialogue around governance, policy reforms, and political will required to scale impactful financing mechanisms and close health equity gaps, while identifying opportunities for community-led financing, participation, and accountability as foundational tools for advancing UHC.

The aim of this session is to advocate policy reforms to incentivize private sector investment in PHC PPPs, prioritizing insurance-linked models; to showcase scalable PPP models that demonstrably improve PHC financing and service delivery while reducing OOP costs; to call for increased enrollment in state social health insurance schemes and sponsorship for vulnerable households; to promote an enhanced stakeholder collaboration framework for joint ventures that expand health insurance coverage and innovative payment models; and to propose a blueprint for community-centered financing to ensure services are affordable and responsive, further reducing OOP and supporting enrollment initiatives.
